(Note: Some of my songs are partially by other charters. If you're one of them, and you want me to remove your content, please PM me and I will.)
(Note2: Tiers for unfinished instruments are entirely speculation.)
(Note3: Drums, unless noted, not have really been synced, and almost none of these customs have Overdrive or fills yet.)
(Note4: All customs of Guitar Hero songs contain no content from Harmonix except for the time signature, BPM changes, and sections.)
(Note5: To get the guitar [and bass] charts for the customs of Guitar Hero songs, extract the MID off the disc and combine it with the bass/drum/vox mid.)
(Note6: The tiering [and genres] go RB1/RB2/Track Pack.)

Customs with vocals (not necessarily charted):

First of all, You need a modded ps2 to be able to do this. Please don't discuss it on how to do it. Once you do that you will need to follow this guide
Note:It is not fool proof
http://rockband.scorehero.com/forum/viewtopic.php?t=9189
Using the instructions here you will need to copy the contents of the dvd (Rock band) and replace the songs with the songs in this thread.

As far as I know, Rock Band customs wont work for the 360 because of the encrypted mogg files. Until someone figures out how to decrypt them xbox 360 customs won't be possible.
There is a whole thread discussing it here:
Rock Band:http://rockband.scorehero.com/forum/viewtopic.php?t=12359
Rock Band 2:http://rockband.scorehero.com/forum/viewtopic.php?t=14828

EDIT: Sorry I wasn't quite sure about it, because i don't have an xbox 360, but remember someone on the forum discussing how they couldn't decrypt the mogg files(must have been a while ago), and i also heared that something had hashes and therefore it would freeze or something when the xbox checked for hashes. All I know though for sure is that Xbox 360 customs are not possible yet.

No, actually the reason we don't have any problems with the .MOGG files, that's actually one of the only things we can customize in those games.

But for the note charts, there are hashed over all of the .MID files in each game, and these can't be edited unless you are able to run a modified .xex file.

Hey now, I only make full customs with all instruments and difficulties and have 19 done. Although I do agree with you and it's unfortunate.

Same, I only have only 18 all difficulty and all instuments. I'm making TNT by ACDC right now and the vocals are taking forever and I suck at making them. If anybody would like to help make the vocals it would be great, otherwise I'm just going to do it myself...and i'll be done about a month from now.
