go through another website (i.e. photobucket, etc.) and copy and paste the http. then, do like this:

if you want to put them on the message, follow wildcattennis, but if you want a picture under name whenever you post, then click "profile" near the top of the screen (when veiwing the forums index) and go down to the very bottom, right above the "submit" button, there should be a box to put an address of a picture online.
warning! your avatar cannot be more than 135 pixels wide!
