Monster
In my opinion, developing the skill to learn Monsters annoying solo is easier than hitting everything at once in Short and Sweet. I can say I've had pretty brutal chokes on both, and it was way more of a dread to come back to grinding SaS compared to Monster.
While Monsters solo is very intimidating, I personally find the consistent difficulty in the long 2 solos of SaS is harder to manage in this case compared to the ~10+ second hard strumming part in Monster.
Either way, this is very close. _________________

The way I look at it is that I mathematically have a better chance of FCing Monster than Short and Sweet. Here's a rough estimate of how consistent I am in both songs.
Short and Sweet
Solo 1A: 70%
Solo 1C: 25%
Solo 2A: 90%
Solo 2B: 80%
Solo 3B: 70%
Solo 3C: 90%
Everything Else (factoring in random chokes throughout song outside of hard parts): 90%
Chance of FC: 7.14%
Monster
Guitar Solo: 10%
Bridge B: 80%
Chorus 3: 95%
Everything Else: 100%
Chance of FC: 7.6%
It still ends up being by a small margin, but Monster is easier after doing the math. I also dodged a bullet with Monster because my FC came immediately after hitting the solo for the first time in practice mode. I might actually be more consistent at the solo than I realize, but I've only had to hit it twice ever so I don't have a strong enough reference frame to truly determine that. _________________

Between A-Punk and Crocodile Rock seems right to me after playing most of the songs (I didn't need to play Grace, because I started with Let's Dance and determined that it was harder than The Passenger). _________________
