The Endless Setlist is exclusive to the Band World Tour mode which, unfortunately, is unavailable on the PS2 version of Rock Band.

Adding on to what everyone else said...

There is no create a character.

You go to practice, and pick your section. You can only pick sections when you're on slow speed, you have to play the entire song to practice full speed.

Band World Tour IS on PS2, it's just really crappy. The only system I'm aware of having Endless Setlist in 360. Not 100% on that though.

For practice mode in PS2:

At full speed, the whole song is practiced.

At slow speed (70%), you can choose what part of the song you can practice.

The PS2 has almost been out for 8 years. And when they made the game, they built it for the 360 and then made a port for the PS3. So dumbing down the game to be compatible with an 8 year old system had to be challenging.

Well, the PS2 can be considered a dead system now, since all the leading companies have brought out new systems.
