Honestly, judging purely by looking at the chart; I haven't actually played those roll lanes, it looks to be the easiest of the RDE songs on drums.

what looks hard to me is that incredibly fast thing in the middle of the roll at 0:34
that's 5 notes twice as fast as the rest of the roll which is fast in itself
definitely one of the fastest things I have seen so far even though it's very short and I think it can be skipped if you're a little pussy

It is most definitely not harder than Heavy Weather. It's around the same difficulty as Creatures if not a little easier imo.

That intro does hurt though, on the brightside since it's the intro it won't be too hard to grind.

EDIT: Fish says the fast lanes are 42nps (fastest section in any part of any song in RB), the normal rolls are 14nps, and the burst in m29 is 29nps (the fastest non-lane burst in any song)
