Here's what's wrong with ajanata's harmony charts:
It's just the lead chart, with some harmonies superimposed over top. This means that, the OD is placed incorrectly, and the number of location of the phrases themselves might be wrong as well.
Also, the three lines on ajanata's charts are:
Blue - The blue line in solo
Orange - The blue line in harmonies
Red - The orange line in harmonies.
The brown line is not drawn. They also have no way to show when two lines have the same pitch. |

We haven't tested the prioritizing with non-full phrases, so I can't confirm or deny that scenario you mentioned. It could very well be that if none of the vocal parts are full, the scoring returns to the default priorities with Blue as Lead and Red/Yellow as Harmony.
Should be pretty easy to test even without OD active. _________________
