Note: I have no hard evidence whatsoever to backup this idea working. Just an idea :P

The game is obviously already able to handle add-on content because of all the DLC. Perhaps we should be looking at how the DLC is structured, and perhaps we "create" our own content as opposed to modifying the actual disc itself. (Would also mean we could have a theoretical unlimited number of customs without making tons of discs)

Assuming that worked, we could possibly even see custom songs on non-modded 360s.

(I know nothing about how the xbox verifies valid content or whatnot, so of course feel free to correct me)

I've thought about this as well, especially for GHII customs. There is obviously some level of encryption on these DLC songs and someone would have to dedicate a lot of time to figuring out how to decrypt and encrypt the DLC. From there it's just making programs to develop charts that are congruent with the current standards of the .mid files in rock band. Sounds simple, but would be extremely difficult.

While this would be infinitely preferred over replacing in-game songs, there's some things to keep in mind.

For the 360, getting at the hard drive data requires special physical equipment, and it's heavily encrypted. Putting information onto your HDD isn't as easy as you'd think; you'll need something like the XSATA, which is $50 new. Assuming you can get at your HDD, we then have to figure out the encryption and get the 360 to recognize new packs as legitimate data, which hopefully don't get double-checked against Xbox Live every time you sign in or we're boned. All that said, if we could get this to work...oh man. So good.

For the PS2, downloadable song support probably won't even be in the game. Recall that Harmonix outsourced the development of the PS2 version, actually quoting the lack of DLC and online play as the reason. This, to me, means that support for DLC won't be there. Don't lose hope, though - even though no one's done it for GH2 yet, it still might be possible to add new songs to a Rock Band archive without the size check breaking it.

This has already been tried with GHII, but you have to resign the content with some key.

Someone managed to do this with GHII, but (as far as i know) he never released his method (and won't now matter how much people beg him). Plus in order to resign your content, you need to get some sort of a code from the software inside the xbox, and microsoft has long since released a patch preventing you from using this exploit to get it.

People are obviously very excited to begin customizing Guitar Hero 3, but the threads asking if it's possible or any other number of questions that do nothing to help the homebrew scene are getting out of hand.

It will be possible to customize aspects of Guitar Hero 3 eventually, just be patient. Doing something like this takes a lot of time, free time that people who work on these methods and tools graciously donate to the cause. Making a post that does nothing to help the endeavor, and only nags about when it will be possible, does not help things go faster.

So, do not ask about Guitar Hero 3 customization or make threads about it unless you are sincerely helping and have something of use to offer.

Thank you for your cooperation.

This applies for the Rock Band branch of the Software forum as well, just replace Guitar Hero 3 with Rock Band. In fact, I'm going to go ahead and put that announcement in this forum as well.
