They just update on different days. Since Harmonix sets the release for tuesday when XBM updates PSN gets it late because it updates thursday. If Harmonix finished DLC on thursdays then XBM would get it later. Really it would just make everything smoother if PSN and XBM just updated on the same days. |

No.
360 gets it on Tuesday because that's when the store updates.
PS3 updates their store on Thursday. |
I think the Xbox Marketplace is updated any and every day of the week (or at least much more frequently than just Tuesday). But Rock Band content always comes on Tuesday, except for Charlene I think.
