As I understand it, Stephen Colbert is currently in a popular (in a geeky sort of way at least) American cable TV show called The Colbert Report which isn't so big in Europe... I think I can watch it in the UK a day or two late on some sort of channel. I've seen it a few times and videos like Rush playing Rock Band for the show. I didn't know he had a musical career in the 80s.

His 80s musical career isn't real, it's a joke on the show.
The Colbert Report is a satire of American political pundit shows like The O'Reilley Factor, and Colbert acts as a mockingly patriotic and "AMERICAN" host. I don't know if it's something Europeans would get, but to any American who watches the show, releasing this on 9/11 makes absolutely perfect sense.
