You have to go through the marketplace and buy them. Possibly due to whatever caused moving pictures to get delayed (rb1/rb2 store compatibility.)

I'm pretty sure that no one knows. Harmonix didn't even officially announce this track pack in the first place; theres practically zero information about this dlc.

I wouldn't go that far. It is pretty fun for guitar and drums tho. The metallica/ roadrunner packs have that distinction.
