phpBB is pretty flexible for different needs. Instead of assigning moderator ability to 8 different people and having to remember them all, you just throw someone in a group and give that whole group permission. Take someone out of the group and they lose all their abilities.
It can also be used to have private forums. Say you wanted to create a private forum only for your band. You make a forum, you give the Band usergroup permission to see the forum and move your band members in. Voila, a forum that only the 4 of you could see.
For admin purposes it generally makes it easier to keep track of who has access to what. _________________

Probably just an oversight or deemed unimportant. The way this place in run it's not really necessary for users to even know that usergroups exist (aside from finding out the names of the admins/moderators etc). Plus, they essentially have 2 separate forums integrated with each other, so I'm sure that makes things even more challenging to remove.
Oh yeah, usergroups allow everyone to see the nifty colors that you see in the forums Index page too. The colors represent the usergroup a particular user/admin belongs too. _________________
