I still have about 65 tracks not including exports that I cant download for various reasons. Some asking me to purchase, some that say unavailable, and the stupid Bonnaroo pack that errors out every time.

With last week's arrival of the AC/DC and Green Day Rock Band Plus exports to RB4, I now have a happy library. This is how it worked for me, on the PS4 side.
RB3 ~ 12/8/2015 $15 purchase from the RB4 store in game.
Rock Band Blitz ~ 12/8/15 free, requires you to boot up the game on the PS3, go to the export soundtrack option, and it then takes you to the PSN store. Select the option to download to the PS4, and it will download the tracks individually from the notifications section.
RB1 ~ 1/6/2016 free assuming you exported it before, also RB4 in game store.
Lego Rock Band ~ 3/15/2016 or so free assuming you exported it before, have to go to the PSN store and download it there.
AC/DC Rock Band ~ 6/1/2016 free assuming you exported it before, have to go to the PSN store and download it there.
Green Day Rock Band Plus ~ 6/1/2016 free assuming you exported it before, have to go to login to the PSN site on a javascript enabled browser/computer and authenticate it. Add to cart, then indicate platform you want to download it to, in this case PS4. Then, download it from notifications on your PS4 dashboard.

Now, this may not include the bonus tracks for RB2 (I wasn't a big fan so I haven't bothered to check), a couple of RB1, RB2, and RB3 tracks, listed on Harmonix's site, and may not include the free extra songs from the Green Day Plus code (I cannot remember the tracks to check). I hadn't gotten RB2 before this weekend, as I could not get it to play nice with my PSN on either PS3 or PS4. I tried redownloading it on PS3 but it didn't show up on PS4 list or PSN store. I tried logging into the site from both the PS3 and PS4 from the browser but to no avail. The moment I logged into the PSN store from a javascript enabled browser, BAM no issues. I did not purchase the Country or TP packs, or the bonus RB2 tracks in the past so I cannot verify if they are all working or not.
At this point, other than RB2 bonus tracks, the few hold overs from Harmonix's list and 2112 (due to its unique sale), I have all my old content. Happy player with a full library of 1000+ tracks to play again.
